What is ISPM 15?
ISPM 15 stands for International Standards for Phytosanitary Measures No. 15. It's a set of guidelines developed by the International Plant Protection Convention (IPPC), a treaty signed by over 180 countries, that regulates the treatment of wood packaging materials used in international trade.
The purpose of ISPM 15 is to prevent the spread of invasive insects and plant diseases that can hitchhike in untreated wood. Species like the Asian longhorned beetle and the pine wood nematode have caused billions of dollars in damage to forests worldwide after being transported in wood packaging.
What Does ISPM 15 Require?
All wood packaging materials (pallets, crates, dunnage) used in international trade must be either: Heat Treated (HT) — heated until the core of the wood reaches 56°C for a minimum of 30 minutes, or Fumigated with Methyl Bromide (MB) — though this method is being phased out due to environmental concerns.
After treatment, each piece of wood packaging must be stamped with the official IPPC mark showing: the IPPC logo, the two-letter country code, the unique producer/treatment provider code, and the treatment method (HT or MB).
Why Heat Treatment is Preferred
Heat treatment is the preferred method for several reasons: it uses no chemicals (unlike methyl bromide fumigation), it's permanent (no re-treatment needed), it's environmentally friendly, and methyl bromide is an ozone-depleting substance being phased out under the Montreal Protocol.
Countries That Enforce ISPM 15
Most major trading nations enforce ISPM 15, including the United States, Canada, European Union, China, Australia, Japan, Brazil, and many more. Enforcement varies by country — some inspect every shipment, others use random sampling.
What Happens If You Don't Comply?
Non-compliant shipments can be: rejected at the border and returned to the sender, held in quarantine (at the shipper's expense), fumigated at the destination (at the shipper's expense), or destroyed. All of these outcomes are costly and can damage business relationships.
